"We have implemented networking configuration changes and have performed failovers to alternate networking paths to provide relief. Monitoring telemetry shows improvement in service availability, and we are continuing to monitor to ensure full recovery."

We are aware of an issue affecting Microsoft's Azure services. Microsoft are aware of the issue, and are working on a resolution to the issue, however there may be various knock-on impacts. Further updates may be available via Microsoft's Azure status page.
